The underlying objectives of this Flash Eurobarometer survey, carried out in October 2003 for the European commission in the 15 Member States of the European Union, are to sound out European citizen’s opinions on the justification of military intervention and war in Iraq. It is to be placed in the context prevailing in October 2003: the intensification of political violence, the growing conflict...It measures perceptions on reconstruction and issues of security in Iraq.
This research also aims at assessing how European citizens perceive terrorism and the war against it. This document might allow shedding new light on the current academic debates on the place of norms and justifications in the transformation of interventionist behaviour in international politics (Martha Finnemore etc.). What if people don’t take justifications for granted any longer? What if they believe the very norms that are said to motivate an intervention to be contradicted by the intervention
