The European Commission organises a Conference «Evaluation of EU policies on Freedom, Security and Justice» on 19-20 October 2006 to prepare a new mechanism for a first global evaluation in this field in 2007
This conference is a first opportunity to discuss with stakeholders how to achieve the systematic, objective and impartial evaluation of the implementation of EU policies in the field of Freedom, Security and Justice.
Vice-President Franco Frattini, European Commissioner responsible for Justice Freedom and Security, stresses the importance of this conference which will lay the foundation of the new evaluation framework of Justice Freedom and Security policy: «Evaluation is a key element toward evidence-based policies and greater accountability. Building upon the results of the Conference, the Commission intends to launch the first global evaluation of EU policies on Justice, Freedom and Security early next year».
The aims of the conference are:
To communicate to, and involve civil society in the objective evaluation of Justice Liberty and Security policy.
To have broader discussion and debate on the evaluation mechanism and method.
To have detailed discussion, by policy area, on the individual elements that constitute the instrument.
The conference will gather 150 representatives from Member States, local authorities, EU institutions, Universities, NGOs and private companies. To communicate to, and involve civil society in the objective evaluation of Justice Freedom and Security policy is an important aim of the Commission. There will be a mix of both high level policy communication and discussion, and a technical element to allow development of the evaluation mechanism.
This event is a key follow up activity to the Communication from the Commission issued on 28 June. This exchange of views should support the development of the evaluation mechanism and will prepare ministerial discussions in the next JHA Council on 4-5 December 2006. The first evaluation report is scheduled for the end of 2007
