The European Union has developed the first generation of Integrated Border Management (IBM). The current phase of the EU model of borders management has experienced two major substantial and institutional developments: First, the adoption of the «Schengen Borders Code», which has codified and further developed the acquis on internal and external borders, and second the setting up of the European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (FRONTEX). FRONTEX constitutes a common institutional mechanism for the operational coordination at EU level in the control of the common external borders. This institutional dimension of European cooperation in the field of borders foster the securitization of the common external borders through operational cooperation, risk analysis, exchange of information and the use of modern technologies, as the more plausible response for tackling every single ‘threat’ that the EU is supposed to be facing, and which broadly embrace the phenomenon of irregular immigration.
The event focuses on the nature, implications and latest developments of the EU Border Management Strategy. It will deal with the relationship between the substantial and institutional instruments being part of the common EU external borders regime, and the way in which they are implemented in the national arena. This event is co-organised by the COST Action A24 «The Evolving Social Construction of Threats», and CHALLENGE «The Changing Landscape of European Liberty and Security», a research project funded by DG Research, European Commission. .
