This study examines the definitions of homelessness and methodologies and practices in different European countries of measuring homelessness with a special focus on using information from providers of services to homeless people.
Commissioned by DG Employment and Social Affairs of the European Commission, the study was carried out by a team from Joint Centre for Scottish Housing Research (Scotland), Resource Information Service (London) and Association for Innovative Social Research and Social Planning (Bremen, Germany).
