In the introduction: «at the European level, the European Commission has been active within both its Fifth and Sixth Framework research programmes, funding European Liberty and Security: Security issues, Social Cohesion and Institutional Development of the European Union (ELISE) in 2002 – which post-Madrid became increasing concerned with the implications of the bombings (Balzacq and Carrera, 2005; Apap et al.,2004) – and the n CHALLENGE, the Changing Landscape of Liberty and Security under the aegis of CEPS in Brussels. CHALLENGE, a five year programme that began in 2004, has focused particularly on examining the more illiberal practices of liberal regimes that have been justified on grounds of ‘emergency’ and necessity. Its ‘aim to help reshape the security framework emerging in Europe to ensure that it starts with liberty/freedom (civil liberties, human rights and social cohesion) as its point of departure.»
