This report was prepared by the Commission on the request of the European Council. It analyses the policies and instruments existing at EU level on Roma inclusion. The existing legislative framework, the activity of the Fundamental Rights Agency, actions taken against discrimination and various policies (cohesion policy, employment policy, social inclusion policy, education, culture, and youth policy, public health policy, rural development policy, gender equality policy) are discussed. The analysis demonstrates the existence of a framework at EU level on Roma inclusion. The report specifies a number of elements (such as conducting research and monitoring the situation of Roma, involvement of Roma in the design and implementation of policies and other elements) that are crucial for progress in respect of inclusion of Roma.
