The main theme of discussion will be the Second Multiannual Programme of Justice and Home Affairs, "The Hague Programme", which includes the main objectives towards the development of an Area of Freedom, Security and Justice (AFSJ). It will also bring about a dialogue between policy makers, practitioners, academics and civil society as regards this programme, and the recently published European Commission’s Action Plan implementing it, which identifies ten key priority areas that will prevail in the AFSJ for the next five years.
