ELISE Final Conference, 16 September 2005
The ELISE (European Liberty and Security)project was officially launched in October 2002, with funding from the Fifth Framework Programme of DG Research of the European Commission. This conference is devoted to a review and an assessment of the final results of the project.
The purpose of ELISE was to assess the feasibility and desirability of developing a security framework in Europe that addresses the concerns of the citizen but does not undermine civil liberties, human rights, welfare and social cohesion. Particular attention was paid to the potential conflict between civil liberties (and human rights) and the effectiveness of security measures. A second, related focus of research concerned the possible trade-off between devising technically-efficient security measures on the one hand and alienating targeted population groups on the other. Account was taken of the multi-facet ed changes that are affecting EU security policy, including enlargement, common external frontiers and the new strategies at national, European and international levels developed to combat terrorism.
