Content of the Terrorism Bill

On Thursday 15 September, the Home Secretary sent draft clauses of the Terrorism Bill to the main Opposition party spokesmen, the relevant Parliamentary Committee chairs and Lord Carlile of Berriew in his capacity as independent reviewer of the Terrorism Act 2000.

The draft clauses outline the measures that were discussed - and agreed - with the opposition parties in July. The Home Secretary stated his intention at that time of consulting with the police and intelligence agencies over the question of whether there were additional powers which they needed in the light of the terrorist attacks in London on 7 and 21 July. This consultation has now been completed, and the draft clauses include a number of additional measures stemming from this. Some of these were outlined in the statement which the Prime Minister made on 5 August.

On Thursday 6 October, The Home Secretary wrote to to the main Opposition party spokesmen, the relevant Parliamentary Committee chairs, and Lord Carlile of Berriew, enclosing revised draft clauses of the Terrorism Bill. The following documents are available:
