Inside the European Union, protection of civil liberties requires judicial control over the matter of security data systems. Such control does not yet exist, for lack of a complete «communitisation» of data systems or an enforced right of personal data protection. Human rights are thus weakened, as the provisions of the European Constitution only provide partial solutions.
