What is the link between immigration, integration and citizenship in the context of a comprehensive EU policy on immigration relating to third-country nationals? All three dimensions have increasingly been put at the top of the policy agenda for the European Union. The second Multiannual Programme dealing with an «Area of Freedom, Security and Justice» - The Hague Programme - presents the integration of migrants as one of the ten strategic priorities for the next five years. The European Commission has recently published a Communication on «A Common Agenda for Integration» which represents the first response for the establishment of a coherent EU framework on integration, and that provides concrete measures putting the «Common Basic Principles on Integration» into practice.
This seminar will discuss the nexus between immigration, integration and citizenship. The objective is to look at how the three policy issues have recently come together under a common EU policy on immigration, and to evaluate this development with regard to intrinsic criteria such as effectiveness and proportionality as well as extrinsic criteria such as legitimacy, non-discrimination, fundamental rights and social cohesion.
