This document, produced by the Romanian Ministry of Administration and Interior, details the progress made in reforms necessary within the country prior to EU accession.

The Schengen Action Plan was updated and approved, and the funding required for upgrading and achieving the required level of border security was identified, with new equipment being provided for security forces. Efforts were also made towards addressing the staff shortages in this area.

Legislation has been implemented to deal with the problems of illegal immigration and trafficking in human beings. Figures are provided to show that there has been an increase in successful detection rates in the past two years; in addition, Romanian border officials have been deployed at the French-Spanish and Hungarian-Austrian borders to deal with Romanian citizens attempting to migrate illegally into the EU. Measures specifically taken towards combating corruption in the country include the implementation of the National Anti-Corruption Strategy and the related Action Plan.
