• Security Policies and Human Rights in European Football Stadia

  This paper addresses the issue of the increasing infringement of European football supporters’ civil rights and liberties since the mid-1980s. The analysis of the national and supranational regulation of football hooliganism in the light of the evolution of crime control policies in Europe uncovers that this jeopardising of freedoms, owing to the institutionalisation of the control of deviance and to the blurring of the frontiers between the executive and the legislative powers, is not a side-effect of the counter-hooliganism policies.

• Terror, Insecurity and Liberty : Illiberal Practices of Liberal Regimes after 9/11

  This edited volume questions the widespread resort to illiberal security practices by contemporary liberal regimes since 9/11, and argues that counter-terrorism is embedded into the very logic of the fields of politics and security.

Cette évolution contribue peut-être à rassurer certains, mais elle induit aussi des pratiques illibérales dans les régimes libéraux qui se heurtent à la résistance des juges, des militants des droits de l’homme et d’une partie du public.

• The defining of the Terrorist Threat in the UK

  This paper offers an analysis of the reported in the press British political discourses that appeared in the british press between September 2001 and Mars 2005. It shows that the defining process of the terrorist threat is closely linked to series of national political and bureaucratic stakes, that are themselves to be analysed in close relation to the political and security fields. This paper shows how this process participates to the reformulation of the notions of liberty and of Human Rights.

• Les nouvelles politiques de contrôle du hooliganisme en Europe : de la fusion sécuritaire au multipositionnement de la menace

  L’étude de l’évolution des mesures de contrôle policier du hooliganisme en Europe, depuis la fin des années 1960, pose d’emblée certains problèmes liés à la complexité de la question. Complexité juridique tout d’abord, puisque d’une part le hooliganisme revêt à la fois des aspects déviants et délinquants et, de l’autre, sa réglementation actuelle est la composante de décisions prises tant au niveau national qu’au niveau communautaire. Mais aussi, et surtout, complexité des cadres de référence spatiaux et conceptuels des stratégies d’action policières appliquées à son encontre.

  Anastassia Tsoukala is Associate Professor at the Paris XI University. She currently works on the conception and implementation of security policies in Europe and on the social construction of the threat process, with particular focus on terrorism, immigration and soccer hooliganism issues.

  The counterterrorism policies elaborated in the EU countries in the aftermath of 11 September 2001 are characterised by the wish to strengthen the international co-operation networks among the law enforcement agencies, the intelligence services and the judges, and by the introduction of several exceptional measures, adopted on a temporary or even permanent basis.

• Le traitement médiatique de la criminalité étrangère en Europe

  Cette étude consiste en une analyse du processus de criminalisation de l’immigration en Europe à travers l’examen des discours médiatiques tenus, au cours des années 90, en France, en Allemagne, en Italie et en Grèce. Tout en essayant de mettre en lumière les logiques et les procédés de la construction médiatique de la figure de « l’immigré délinquant », elle suggère que c’est la mise en place d’un tel processus, appuyé sur une superposition des menaces sécuritaire et culturelle, qui représente de multiples dangers pour les sociétés d’accueil.
