• Joint statement on the occasion of the International Day for the Elimination of Racial Discrimination – 21 March 2008

  OSCE’s Office for Democratic Institutions and Human Rights (ODIHR), the Council of Europe’s European Commission against Racism and Intolerance (ECRI) and the European Union Agency for Fundamental Rights (FRA) in their joint statement on the occasion of the International Day for the Elimination of Racial Discrimination, 21 March 2008 condemn racist political discourse and call on political parties to combat racism.

• Reports on racism in Andorra, Latvia, the Netherlands and Ukraine

  The Council of Europe’s independent human rights monitoring body specialised in combating racism, the European Commission against Racism and Intolerance (ECRI), today released four new reports examining racism, xenophobia, antisemitism and intolerance in Andorra, Latvia, the Netherlands and Ukraine. ECRI recognises that positive developments have occurred in all four of these Council of Europe member countries. • ECRI’s Round Table in Ireland

  ECRI, following the publication of its third monitoring report on Ireland, organizes the Round Table in Ireland in the framework of its Programme of action on relations with civil society. The Round Table will be held on 15 November 2007 in Dublin. The main themes of the round table are ECRI’s report on Ireland, promoting equality and diversity in the workplace, safeguarding the rights of the traveller community under the Framework Convention for the protection of national minorities and building an integrated society in Ireland.

• Public presentation of ECRI’s General Policy Recommendation no.11 on combating racism and racial discrimination in policing

  ECRI?s General Policy Recommendation no.11 on combating racism and racial discrimination in policing will be presented on 4 October 2007 in Paris (Council of Europe Office). The Recommendation «aims to help the police to promote security and human rights for all through adequate policing. It covers racism and discrimination in the context of combating all crime, including terrorism. ? This legal text focuses particularly on racial profiling; racial discrimination and racially motivated misconduct by the police; the role of the police in combating racist offences and monitoring racist incidents; and relations between the police and members of minority groups.»

• Combating Racism while Respecting Freedom of Expression

  The aim of the expert seminar organised by ECRI was to look at how to combat racism while respecting freedom of expression, and which legal and policy measures are the most appropriate to achieve this aim. While noting the tensions existent between freedom of expression and freedom from racism and racial discrimination, the experts emphasized the complementarity of these two rights.

• Rapports sur le racisme en Arménie, en Géorgie, en Islande, au Portugal et en Slovénie

  La Commission européenne contre le racisme et l’intolérance (ECRI), organe du Conseil de l’Europe spécialisé dans la lutte contre le racisme, publie aujourd’hui cinq nouveaux rapports sur le racisme, la xénophobie, l’antisémitisme et l’intolérance concernant l’Arménie, la Géorgie, l’Islande, le Portugal et la Slovénie. L’ECRI constate une évolution positive dans l’ensemble de ces cinq pays membres du Conseil de l’Europe.

  The Council of Europe’s expert body on combating racism, the European Commission against Racism and Intolerance (ECRI), today released five new reports examining racism, xenophobia, antisemitism and intolerance in Armenia, Georgia, Iceland, Portugal and Slovenia. ECRI recognises that positive developments have occurred in all five of these Council of Europe member countries.

• Troisième rapport de l’ECRI sur la France

  Dans le présent rapport, l’ECRI recommande aux autorités françaises de prendre des mesures supplémentaires dans un certain nombre de domaines. Elle recommande notamment de signer et ratifier le Protocole 12 à la Convention européenne des droits de l’homme qui pose une interdiction générale de la discrimination, d’appliquer pleinement les dispositions existantes de droit pénal et de droit civil visant à combattre le racisme et la discrimination raciale, de compléter le droit civil et administratif en matière de lutte contre la discrimination raciale et de sensibiliser les magistrats au problème de la discrimination raciale et à la difficulté de prouver son existence. L’ECRI recommande également de mettre en place un organe spécialisé pour lutter contre le racisme et la discrimination raciale. Elle encourage les autorités françaises à améliorer la situation des groupes minoritaires, y compris les Gens du voyage, les Roms et les musulmans ainsi que les immigrés, les personnes d’origine immigrée et les demandeurs d’asile. Elle recommande de poursuivre et de renforcer la lutte contre l’antisémitisme ainsi que d’intensifier la réponse des institutions face à l’exploitation du racisme en politique. Enfin, elle encourage les autorités françaises à prendre des mesures pour aller vers une société intégrée dans laquelle les immigrés et les personnes d’origine immigrée trouvent pleinement leur place.
