  • COUNCIL DECISION of 14 May 2008 establishing a European Migration Network

    A European Migration Network (‘EMN’) is hereby established. The objective of the EMN shall be to meet the information needs of Community institutions and of Member States’ authorities and institutions on migration and asylum, by providing up-to-date, objective, reliable and comparable information on migration and asylum, with a view to supporting policymaking in the European Union in these areas.
  • Amendment of the Framework Decision on combating terrorism

    Today the Council reached a common approach on the amendment of the Framework Decision on combating terrorism proposed by the Commission on 6 November 2008. The amendment up-dates the Framework Decision making public provocation to commit a terrorist offence, recruitment and training for terrorism punishable behaviour, also when committed through the Internet. The amendment is well-balanced in terms of its effects on freedom of speech and general respect for human rights.
  • Modification de la décision-cadre du Conseil relative à la lutte contre le terrorisme

    Aujourd’hui, le Conseil a arrêté une position commune sur la modification de la décision-cadre relative à la lutte contre le terrorisme, proposée par la Commission le 6 novembre 2008. La modification actualise la décision-cadre en rendant passibles de poursuites la provocation publique à commettre des infractions terroristes ainsi que le recrutement et l’entraînement à des fins de terrorisme, y compris par Internet. La modification est équilibrée quant à ses effets sur la liberté d’expression, comme en termes de respect des droits humains en général.
  • Cadre pluri-annuel de l’Agence des droits fondamentaux

    Le Conseil de l’Union Européenne, en application du règlement CE n°168/2007, a adopté, le 28 février 2008, le cadre pluriannuel de l’Agence des droits fondamentaux. La décision du Conseil comprend trois articles qui visent respectivement la période du cadre pluriannuel, les domaines thématiques ainsi que la complémentarité et coopération de l’agence avec d’autres organismes.

    The Council reached an agreement on two issues regarding a proposal for a Council decision establishing the European Police Office (Europol): the lifting of immunity for Europol officials when participating in operational activities, especially Joint Investigation Teams (JIT), and the principle of staff rotation and the possibility for Europol staff to participating in JIT to receive instructions from the team leader. The presidency announced its intention of reaching a political agreement on this text in April 2008.
  • Draft Council Conclusions on access to Eurodac by Member State police and law enforcement authorities

    Under the Hague Programme (No. 2.1.), better exchange of information, including by means of more extensive access to existing EU information systems, is one of the ways in which the aim of strengthening security is to be achieved. To combat terrorism and other serious crimes it is inevitable that police and law enforcement authorities have access, within the scope of their powers, to the most comprehensive and up-to-date information possible.
  • Policy document concerning access to Eurodac by Member States’ police and law enforcement authorities

    The German delegation is preparing a proposal for a Council decision concerning access to Eurodac by Member States’ police and law enforcement authorities for the purposes of preventing, detecting or investigating criminal offences, in particular terrorist offences.
