  Le Conseil a adopté aujourd’hui l’action commune concernant l’opération militaire de l’Union européenne en vue d’une contribution à la dissuasion, à la prévention et à la répression des actes de piraterie et de vols à main armée au large des côtes de la Somalie (13989/08).

• Serbia: progress made but more efforts needed to implement human rights

  «Despite some steps in the right direction, obstacles to the effective implementation of human rights standards remain in Serbia», says the Council of Europe Commissioner for Human Rights, Thomas Hammarberg, completing a high-level official visit to the Republic of Serbia. Other than Belgrade, the Commissioner visited the Sandzak-Raska region, the autonomous province of Vojvodina, Kovin, Pozarevac and Southern Serbia.

• Council Framework Decision 2008/675/JHA of 24 July 2008 on taking account of convictions in the Member States of the European Union in the course of new criminal proceedings

  The purpose of this Framework Decision is to establish a minimum obligation for Member States to take into account convictions handed down in other Member States.

• Council Decision 2008/633/JHA of 23 June 2008 concerning access for consultation of the Visa Information System (VIS) by designated authorities of Member States and by Europol for the purposes of the prevention, detection and investigation of terrorist offences and of other serious criminal offences

  Council Decision 2004/512/EC of 8 June 2004 establishing the Visa Information System (VIS) (1) established the VIS as a system for the exchange of visa data between Member States. The establishment of the VIS represents one of the key initiatives within the policies of the European Union aimed at establishing an area of freedom, security and justice.

• Council Decision 2008/651/CFSP/JHA of 30 June 2008 on the signing, on behalf of the European Union, of an Agreement between the European Union and Australia on the processing and transfer of European Union-sourced passenger name record (PNR) data by air carriers to the Australian Customs Service

  On 28 February 2008 the Council decided to authorize the Presidency, assisted by the Commission, to open negotiations for an Agreement between the European Union and Australia on the processing and transfer of European Union-sourced passenger name record (PNR) data by air carriers to the Australian Customs Service. Those negotiations have been successful and a draft Agreement has been drawn up.

• Council Decision 2008/615/JHA of 23 June 2008 on the stepping up of cross-border cooperation, particularly in combating terrorism and cross-border crime

  Following the entry into force of the Treaty between the Kingdom of Belgium, the Federal Republic of Germany, the Kingdom of Spain, the French Republic, the Grand Duchy of Luxembourg, the Kingdom of the Netherlands and the Republic of Austria on the stepping up of cross-border cooperation, particularly in combating terrorism, crossborder crime and illegal migration hereinafter (Prüm Treaty), this initiative is submitted, in consultation with the European Commission, in compliance with the provisions of the Treaty on European Union, with the aim of incorporating the substance of the provisions of the Prüm Treaty into the legal framework of the European Union.

• COUNCIL DECISION of 14 May 2008 establishing a European Migration Network

  A European Migration Network (‘EMN’) is hereby established. The objective of the EMN shall be to meet the information needs of Community institutions and of Member States’ authorities and institutions on migration and asylum, by providing up-to-date, objective, reliable and comparable information on migration and asylum, with a view to supporting policymaking in the European Union in these areas.

• Amendment of the Framework Decision on combating terrorism

  Today the Council reached a common approach on the amendment of the Framework Decision on combating terrorism proposed by the Commission on 6 November 2008. The amendment up-dates the Framework Decision making public provocation to commit a terrorist offence, recruitment and training for terrorism punishable behaviour, also when committed through the Internet. The amendment is well-balanced in terms of its effects on freedom of speech and general respect for human rights.
