Today, the Commission adopted the second annual report on the implementation of the Hague Programme on achievements in Justice, Freedom and Security policies. The findings support the need for the Intergovernmental conference to end the uncertainty over the European Union’s Treaty reform. The report (« The Scoreboard ») covers 2006 and the overall assessment is mixed. Progress was not consistent in all policy areas and transposition of instruments by Member States is not satisfactory.

Following a joint undertaking by the Commission and the Council Presidency, the European Union has got a set of unilateral commitments («Representations») of the United States Treasury Department regarding their handling of EU originating personal data received from SWIFT in the United States under compulsion of administrative subpoenas. These «Representations» take account of EU data protection concerns.

Aujourd’hui à Moscou, la commissaire Danuta Hübner a signé un protocole d’accord sur la coopération entre la Commission européenne et la Fédération de Russie en matière de politique régionale. L’objectif est de renforcer la coopération bilatérale et d’échanger des informations sur les politiques qui contribuent à la croissance et à la compétitivité régionales, tout en favorisant un développement national équilibré. La commissaire Hübner a rencontré Vladimir Yakovlev, ministre de la politique régionale.

In Moscow today, Commissioner Danuta Hübner signed a Memorandum of Understanding on co-operation between the European Commission and Russian Federation over regional policy. The idea is to enhance bilateral co-operation and to exchange information on policies contributing to regional growth and competitiveness, fostering balanced national development. Commissioner Hübner had a meeting with Vladimir Yakovlev, Minister for Regional Policy.

At its meeting on 14-15 December 2006 the European Council invited FRONTEX to establish, as soon as possible, together with the Member States in the region, a permanent Coastal Patrols Network at their southern maritime borders.

The rapid development of Internet and other information systems has given rise to a completely new economic sector and to new rapid flows of information, products and services across the internal and external borders of the EU. This has opened many new possibilities for criminals. A pattern of new criminal activities against the Internet, or with the use of information systems as a criminal tool, is clearly discernible. These criminal activities are in permanent evolution, and legislation and operational law enforcement have obvious difficulties in keeping pace. The intrinsic cross-border character of this new type of crime creates a need for improved cross-border law enforcement cooperation.

La Commission européenne a adopté la communication intitulée « Vers une politique générale en matière de lutte contre la cybercriminalité ». Les mesures spécifiques destinées à améliorer la coordination et la coopération entre les services répressifs et entre ces derniers et les acteurs du secteur privé joueront un rôle important dans la lutte contre la cybercriminalité et compléteront les autres mesures prises aux niveaux national, européen et international.

The European Commission is determined to tackle the pull factor for illegal immigrants created by employers providing illegal work. Today it presented a proposal for a Directive on sanctions against such employers. This is part of a comprehensive European Migration policy which supports legal migration, fights illegal migration, builds cooperation with Third Countries and works with the development agenda. Two Communications on the external dimension of migration were also published today.

La Commission européenne, déterminée à lutter contre le facteur d’attraction de l’immigration clandestine que constituent les emplois illégaux proposés par certains employeurs, a présenté aujourd’hui une proposition de directive prévoyant des sanctions à l’encontre de ces employeurs. Celle-ci s’inscrit dans le cadre d’une politique européenne globale en matière de migrations, dont l’ambition est de soutenir l’immigration légale, de lutter contre l’immigration clandestine, de développer la coopération avec les pays tiers et de travailler en synergie avec la politique en matière d’aide au développement. Deux communications, relatives à la dimension externe des migrations, ont également été publiées aujourd’hui.
