  • First EU Roma Summit

    8 September 2008
    The Summit aims to promote a firm commitment to tackling concrete problems and to creating a better understanding of the situation of Roma across Europe. It will also help identify «policies that work» in promoting inclusion and highlighting the plight of Roma communities. The outcome of the discussions will be an important input for debates at EU level and for further action.
  • Community Instruments and Policies for Roma Inclusion

    This report was prepared by the Commission on the request of the European Council. It analyses the policies and instruments existing at EU level on Roma inclusion. The existing legislative framework, the activity of the Fundamental Rights Agency, actions taken against discrimination and various policies (cohesion policy, employment policy, social inclusion policy, education, culture, and youth policy, public health policy, rural development policy, gender equality policy) are discussed.
  • The European Commission adopts its second monitoring and evaluation report about the operation of Council Common Position 2005/96/JHA on the exchange of data on lost and stolen passports with Interpol.

    The European Commission has adopted its second monitoring and evaluation report on the operation of a Common Position that obliges Member States to exchange data about lost and stolen passports with Interpol. The report shows that all Member States now contribute to and search Interpol’s Lost & Stolen Travel Document database.

    La Commission européenne a adopté son deuxième rapport de contrôle et d’évaluation de l’application d’une position commune qui oblige les États membres à échanger avec Interpol des données concernant les passeports égarés et volés. Le rapport indique que, désormais, tous les États membres alimentent et consultent la base de données d’Interpol sur les documents de voyage perdus et volés.
  • La Commission adopte le troisième rapport annuel sur les réalisations en matière de justice, de liberté et de sécurité

    La Commission a adopté ce jour son troisième rapport annuel (également nommé « tableau de bord ») sur la mise en oeuvre du programme de La Haye, qui fait le point sur les avancées des politiques menées en matière de liberté, de sécurité et de justice. Le programme de La Haye, qui couvre la période 2005-2009, a pris la suite de celui de Tampere, mis en oeuvre entre 1999 et 2004. Le tableau de bord 2007 évalue les progrès accomplis dans la réalisation des mesures prévues dans le plan d’action de La Haye pour l’année 2007.
  • Commission adopts the third annual report on achievements in Justice, Freedom and Security policies

    Today, the Commission adopted the third annual report on the implementation of the Hague Programme on achievements in Justice, Freedom and Security policies, also referred to as the Scoreboard. The Hague Programme, which covers 2005-2009, is the successor of the Tampere Programme which covered the period 1999-2004. The 2007 Scoreboard assesses progress made vis-à-vis actions envisaged in the Hague Action plan for 2007.
  • Taking forward the common immigration and asylum policy for Europe

    Today the Commission adopted a Communication on «A Common immigration policy for Europe: principles, actions and tools» and a Policy Plan «Asylum – an integrated approach to protection across the EU». The Communication puts forward ten Common Principles on which to base the common immigration policy, grouped under the three main strands of EU policy: prosperity, solidarity and security. The Policy Plan on Asylum provides for the architecture of the second phase of the Common European Asylum System (CEAS). Both address the remaining elements on immigration and asylum of The Hague Programme. They should be endorsed by the European Council of 15 October 2008 and will, in the course of 2009, feed into a new five-year Programme in the Justice, Freedom and Security area.
  • Promouvoir la politique commune de l’immigration et de l’asile pour l’Europe

    La Commission a adopté aujourd’hui une communication intitulée « Une politique commune de l’immigration pour l’Europe : principes, actions et instruments », ainsi qu’un plan d’action dénommé « plan d’action en matière d’asile : une approche intégrée de la protection au niveau de l’Union ». La communication présente dix principes communs sur lesquels la politique commune de l’immigration doit se fonder. Ces principes sont rattachés aux trois principaux volets de l’action de l’UE que sont la prospérité, la solidarité et la sécurité. Le plan d’action en matière d’asile prévoit quant à lui l’architecture de la seconde phase du régime d’asile européen commun (RAEC). Les deux textes portent sur les éléments restants concernant l’immigration et l’asile du programme de La Haye. Ils devraient être approuvés par le Conseil européen du 15 octobre 2008 et seront intégrés courant 2009 dans un nouveau programme quinquennal dans le domaine de la justice, de la liberté et de la sécurité.
  • Questions and Answers on the Policy Plan on Asylum

    In 1999 the EU Heads of State and Government meeting in Tampere called for the establishment of a Common European Asylum System. Since then, asylum has been considered an issue to be tackled at EU level. Indeed, in a Union with no borders, it makes sense to harmonise conditions for asylum seekers and avoid that one country is seen as more attractive than others. This will reduce unwarranted secondary movements; asylum seekers will no longer have the impression that some Member States have a more generous - or restrictive - attitude than others.
  • A Common Immigration Policy for Europe

    During the last decade, the need for a common, comprehensive immigration policy has been increasingly recognised and encouraged by the European Commission and the EU’s Member States. The Commission is therefore now proposing concrete principles and measures – accompanied by a new strategy on immigration governance – on which to base the further development of the common immigration policy over the coming years.
