The Hague Programme, adopted in 2004, set out a way forward at the EU level, but the failure of the Constitutional Treaty could mean a reprioritisation is needed. The European Union Intergovernmental Conference (IGC) opened on 23 July 2007 and was initiated following a report originally produced by the German Presidency entitled ’Treaty Establishing a Constitution for Europe: Including the Protocols and Annexes, and Final Act with Declarations, Rome, 29 October 2004 (This report led to a ’Draft IGC Mandate’ setting out a detailed prescription on issues raised by the above report, circulated by the Presidency of the European Council). The report itself recommended a ’Reform Treaty’ that would amend existing treaties and so required an intergovernmental conference.

The Bill is designed to make provision for advice and assistance to victims of acts of terrorism taking place outside the United Kingdom; for arrangements under which insurance is made available to individuals in respect of risks against injury resulting from acts of terrorism taking place outside the United Kingdom; and for connected purposes.

In its investigations into the identity cards programme, the House of Commons Science and Technology Committee focused on the role of scientific advice, the use of evidence and the handling of risk. These areas were chosen because of their relevance to an enquiry into a policy which encompasses the use of several continually-developing technologies requiring scientific input and the production of evidence on effectiveness.

In this report we consider how the threat of international terrorism has affected relations between communities in this country. We outline existing problems of community relations, examining developments since the riots in the summer of 2001. We recall government policy initiatives based on analyses such as the Cantle report, as well as issues such as asylum and immigration, which although separate from community relations, have frequently been confused with them. We also note efforts to tackle racism in police forces, following the Stephen Lawrence inquiry.
