In his inaugural lecture of 23 March 2005 at the Vrije Universiteit in Amsterdam, Kuijer argues that in the fight against terrorism, a balance should be made between the right of protection against terrorism (fight against terrorism) and other human rights such as privacy, freedom of religion, freedom of speech, etc) to assess which right should dominate. This duty of balancing rights does however not apply to absolute human rights such as the prohibition of torture: as the protection of these rights should always be put before the fight against terrorism.
