  • Montenegro: adoption of Committee of Ministers’ recommendations on minority protection

    The Committee of Ministers has just adopted a resolution on the protection of national minorities in Montenegro. The resolution contains conclusions and recommendations, highlighting positive developments but also a number of areas where further measures are needed to advance the implementation of the Framework Convention for the Protection of National Minorities.

    UNMIK (the United Nations Interim Administration Mission in Kosovo) progress report on the implementation of the Framework Convention for the Protection of National Minorities (FCNM) in Kosovo is now public. This report provides information on the measures taken to follow up on the 2006 recommendations of the FCNM monitoring bodies.

Various legal instruments of Council of Europe are relevant from this respect, such as The European Convention on Human Rights, The Framework Convention for the Protection of National Minorities, The European Social Charter, The European Charter for Regional or Minority Languages.
  • Combating racism, xenophobia and all forms of discrimination

    This human rights factsheet reviews the Council of Europe’s activities concerning combating racism, xenophobia and all forms of discrimination. Combating racism is regarded as an integral part of human rights protection. With the aim to combat racism and intolerance it was established the European Commission against Racism and Intolerance (ECRI). Its activities include country by country monitoring, elaboration of General Policy Recommendations, collection and dissemination of examples of good practices, awareness raising and other activities.
  • Resolution CM/ResCMN(2008)1 on the implementation of the Framework Convention for the Protection of National Minorities by Spain

    The resolution adopted by the Committee of Ministers on the protection of minorities highlights positive developments such as strengthening the national legislative provisions for combating discrimination, launching initiatives aimed at improving access to social services and the labour market for vulnerable groups, steps taken toward involving Roma in the preparation and implementation of policies that possibly affect them. However, still there are issues of concern, for example problems in the implementation of legislation for combating discrimination. Roma still face discrimination in various areas of social life. The resolution includes also recommendations on minority protection in Spain.
  • Second Opinion on Sweden

    Minority protection is well developed in Sweden. Over the last years, Sweden has taken a number of valuable measures to advance the protection of national minorities. It has developed its institutional capacity to combat discrimination of Roma and other minorities and important public support is given to Finnish and Sami language radio programmes and to other cultural initiatives. Furthermore, a commitment to improve minority protection was made in the National Action Plan for Human Rights (2006-2009) which includes a reference to the Framework Convention’s monitoring findings.
