Representatives from about 20 European countries met in Rome, Italy on 9-10 November 2004 to discuss the situation of electronic identity and electronic services and the development projects in participating countries, as well as to exchange information about ongoing projects. This was the 6th conference of the International Porvoo Group, which was established in conjunction with the eEurope 2002 project, and which consists of governmental representatives from European countries. The organisers of the e-ID conference were the University of Rome «Tor Vergata», the Ministry of the Interior of Italy, and the Finnish Population Register Centre.

According to a questionnaire made by the Population Register Centre in Finland, those who use the electronic chip ID card for electronic communication would like more electronic services that utilise the on-board certificate of the card. The study included 400 card holders. Of the respondents, 85% were dissatisfied with the amount of services, although 98% considered the citizen certificate a reliable method to identify users.

In Finland, as of June 2004, a person can include his medical insurance data on an ID card issued by the police. In this case, the card will replace the social security card, that is the KELA card, issued by the Social Insurance Institution of Finland.
