• Council Conclusions on enhancing the Global Approach to Migration

  The Council welcomes the progress being made in applying the Global Approach to Migration through the development of instruments such as migration missions and the related follow-up process, cooperation platforms, mobility partnerships and migration profiles and through making use of existing structures for dialogue and cooperation. The Council believes that these instruments need to be further tested, evaluated, implemented and enhanced.

  The Council expressed its support to an overall compromise on the proposal for a directive of the EP and of the Council on common standards and procedures in MS for returning illegally staying third-country nationals. It also reached a general approach on a decision laying down the necessary administrative and technical provisions for the implementation of a decision on the stepping up of a cross-border cooperation, particularly in combating terrorism and cross-border crime («Prüm decision»). Regarding counter-terrorism, the Council shared the view of the EU counter-terrorism coordinator on his proposals to concentrate work in the coming months on the prevention of radicalization and on the identification of technical assistance to Northern Africa/Sahel and Pakistan.

  Vice-president Frattini, Commissioner responsible for Justice, Freedom and Security, welcomes the agreement on this legal instrument: «This is the result of very expedient discussions in the Council with a view to rapidly achieving real progress. Cross-border crime and terrorism demand an effective and efficient cross-border response by police and criminal justice. It is a very important first step in view of the implementation of the principle of availability.»

  Monsieur Franco Frattini, vice-président de la Commission européenne chargé du dossier « Justice, liberté et sécurité », se félicite de l’accord qui a été conclu concernant cet instrument juridique : « Cet accord est le fruit de discussions très pertinentes menées au sein du Conseil en vue de réaliser des progrès rapides et tangibles. La criminalité transfrontalière et le terrorisme doivent être combattus par une action efficace des services de police et des autorités judiciaires pénales au-delà des frontières. Il s’agit là d’un premier pas très important vers la mise en oeuvre du principe de disponibilité ».

• Visa Information System (VIS): The JHA-Council reaches a political agreement on the VIS Regulation and VIS Decision

  Today the Justice and Home Affairs Council reached a political agreement on the legislative package on the Visa Information System (VIS): the VIS Regulation and the VIS Decision. The European Parliament adopted this package on 7 June. The adoption of these instruments by the Parliament and the political agreement by Member States are necessary for the further development of the system for the exchange of visa information between Member States. The VIS Regulation will allow consulates and other competent authorities to start using the system when processing visa applications and to check visas. The VIS Decision will allow police and law enforcement authorities to consult the data under certain conditions that ensure a high level of data protection.

  Le Conseil « Justice et Affaires intérieures » a conclu aujourd’hui un accord politique sur le train de mesures législatives relatives au système d’information sur les visas (VIS), à savoir le règlement et la décision VIS. Le Parlement européen avait adopté ces mesures le 7 juin. L’adoption de ces instruments par le Parlement et l’accord politique réalisé par les États membres sont nécessaires pour poursuivre le développement du système d’échange d’information sur les visas entre les États membres. Le règlement VIS permettra aux consulats et à d’autres autorités compétentes d’utiliser le système lors du traitement des demandes de visa et pour contrôler les visas. La décision VIS permettra à la police et aux services répressifs de consulter les données, dans des conditions déterminées qui garantiront un degré de protection élevé.

  Le jeudi 2 juin à 10 heures, le Conseil débutera par le volet consacré à la «Justice» - débat sur la proposition relative au mandat européen d’obtention de preuves, projet de décision-cadre sur la rétention de données fournies par les services de communications, évaluation de la transposition du mandat d’arrêt européen.

  Les questions d’asile et d’immigration étaient aujourd’hui à l’ordre du jour de la première journée de la réunion informelle des ministres de la Justice et des Affaires intérieures qui se tient à Vienne ces 13 et 14 janvier. Un large consensus à été trouvé sur les questions essentielles, telles le projet d’élaboration d’un régime d’asile européen commun.

• Prokop: Renforcer l’efficacité des structures dans la lutte contre la criminalité et le terrorisme

  Les ministres de la Justice et des Affaires intérieures des 25 ont discuté, lors de la deuxième et dernière journée de réunion à Vienne, du futur d’Europol et de la politique extérieure dans leur domaine. « Nous avons une position commune sur les instruments existants, en particulier Europol et le Système d’information Schengen (SIS). Ceux-ci facilitent la coopération policière et permettent de la développer de manière efficace. », a exprimé la Présidente en exercice du Conseil et ministre de l’Intérieur Liese Prokop. « Nous voulons mener, sans tabou ni préjugé, le débat sur le rôle fondamental d’Europol et son orientation. »
