  «at the European level, the European Commission has been active within both its Fifth and Sixth Framework research programmes, funding European Liberty and Security: Security issues, Social Cohesion and Institutional Development of the European Union (ELISE) in 2002 – which post-Madrid became increasing concerned with the implications of the bombings (Balzacq and Carrera, 2005; Apap et al.,2004) – and the n CHALLENGE, the Changing Landscape of Liberty and Security under the aegis of CEPS in Brussels.

  Occupant une place croissante dans la vie politique, tant au niveau national qu’européen, les questions politico-juridiques concernant les immigrés réguliers ou non, éventuellement réfugiés ou demandeurs d’asile, ou présents au titre du regroupement familial, se juxtaposent ou rejoignent les problèmes posés par les minorités ethniques, religieuses ou linguistiques. D’une approche purement intergouvernementale de ces difficultés et de ces enjeux, on est passé à une progressive communautarisation, illustrée notamment par le Programme de La Haye, destiné à concrétiser l’espace de liberté de sécurité et de justice et à répondre aux menaces terroristes.
