    The Dutch organisation of municipalities VNG has criticised the anti-terrorism measures put forward in a Bill by Home Affairs Minister Remkes. The proposed measures are directed against persons who are associated with terrorism, but against whom no measures can be taken in criminal law. The VNG fears that the Bill will have a counterproductive effect, because it will lead to stigmatisation. The umbrella organisation also criticises the Bill, because it puts all power in the hands of the Home affairs Minister, who can apply sanctions to a person, without prior deliberation of the municipality of residence of the person concerned. The VNG also questions the dubious structure of the proposal. Someone can challenge the measures taken against him, such as a duty to report oneself at the local police station, or a prohibition to enter certain locations, in Court, but judges will often have too little information to reach a verdict. Staff members of the Domestic Security Service, for example, are not allowed to disclose information when called as a witness.
