  The experian file is about data mining done commercially by Experian (a North American company) on behalf on UK public authorities (like local councils). This enables checks against credit records, local taxes, court judgements for civil offences etc. An individual who asks the local council asking about the ’external agency’ they use to do data mining (called data cleansing) is advised to seek that information using the Freedom of Information Act.
