  The risks of excessive surveillance – and the harm that could be caused if the risks are realised – mean that effective data protection safeguards are even more essential today than when they were first enacted in the UK in 1984. The eight data protection principles that lie at the heart of the Data Protection Act 1998 match closely on to the risks as set out above.
