The British Foreign Secretary, David Milliband, in his Bruges speech in November 2007, gave ‘openness’ a particular interpretation relating to a spirit of openness in trade and towards the rest of the world. He announced his four guiding principles. This speech called for the EU to take on a more influential role in the world and for member states to cooperate more in the delivery of humanitarian relief, climate change, trade and security in order to ensure prosperity and peace. The sppech is notable for its commitment of the UK to participate in the debate about the EU and its future shape 2030.
