Objectives
This work package aims to co-ordinate both scientifically and administratively as well as ensure a synergy between the work of the different work packages as well as the timely completion of the project and the delivery of a high quality research. This work package will compare the results of the different work packages and will synthesize the work at regular intervals in interim reports as well as ensure a wide dissemination of the results.
Description of work/methodology
CEPS will manage the administrative and scientific co-ordination. Together with the assistance of Science Po and the University of Athens it will ensure quality control of the research produced by work packages 1 to 6 which contain the substantive research elements of this project. These two partners will also assist CEPS in drafting the synthesis reports and the final publication as well organizing the final conference. The partners will also assist CEPS in the dissemination of the results of the consortium. Science Po will have specifically the responsibility of the publication (hard copy) ; a second institution will disseminate results through an electronic newsletter throughout the project and manage the Website and organize the video recording of the final conference CEPS will produce a CD-Rom comprising all work package reports
Two committees will advise the Co-ordination team :
*A steering committee consisting of the 6 leaders of the participating institutes or their representatives, and a
* Scientific advisory committee, consisting of 4 high-level researchers from the consortium as well as 3 independent high level scientific collaborators external to the consortium to assist in peer review of the project. These persons will be specialized in matters of security, civil liberties, human rights and social cohesion and institutional development.
Synthesizing the work of Packages 1-6 around the two axes of research set out in the General Philosophy, namely - refining the concepts relating to security at the National, European and Global levels ; setting these concepts in the context of theories of European integration and of constitution building, and establishing whether, in principle, security issues can be adequately addressed by a shared responsibility between Member States and the EU ; developing an analytical framework to evaluate and test policy responses to future security challenges, particularly those involving terrorism ; building into this framework criteria relating to civil liberties and social cohesion.
Drawing from the Work packages all elements, which can contribute to an answer to why, and to what extent, the EU Member States are no longer the guarantor of the security of its populations, with particular reference to the phenomena known as terrorism. This will be achieved by examining the contribution of the national teams to - traditional philosophical debates in legal and political theory on the basis of legitimate authority, political obligation, sovereignty, division of powers, representation and responsibility, participation and ethics in International Relations. - definition of terrorism and related concepts, discourses about security - basic issues of governance or "gouvernementalité" involved in the field of security - possibilities and the limits of the constitutionalisation of authority over security
Making recommendations about the responsibilities for security policy in the field of anti-terrorism which could stimulate the EU constitutional debate, contribute to policies about the organization of security services, ensure that civil liberties are protected and safeguard and finally to promote social cohesion.
