• Interim Report from the Commission to the European Parliament and the Council on progress in Bulgaria under the co-operation and verification mechanism

  Interim reports on the progress made by Bulgaria on judiciary reform and fighting corruption and organised crime show that both countries must seriously step up their efforts ahead of the next detailed evaluation due in mid-2008. Otherwise they could face sanctions, Brussels warned.

• Who’s afraid of the EU’s Largest Enlargement? Report on the Impact of Bulgaria and Romania joining the union on Free Movement of People

  The report, published today by ECAS is first to present a comprehensive picture of the impact of Bulgaria and Romania joining the European Union on free movement of people - one year on. The 50 page document by Julianna Traser based on 2007 data examines the EU’s fifth enlargement from the perspective of all 27 member states. The report demonstrates, like the previous ones by ECAS, that even with enlargement, free movement within the Union remains at a low level. It concerns less than 2% of the population but is unevenly spread.

• The Commission regrets delay in transposition of European rules on procedures for granting asylum

  On 1 December 2007, the deadline for transposition of the Asylum Procedures Directive (Council Directive 2005/85/EC of 1 December 2005, on minimum standards on procedures in Member States for granting and withdrawing refugee status) expired. Until today, only 6 Member States (Bulgaria, Germany, Luxemburg, Austria, Romania and the United Kingdom) have communicated their national measures informing that they transpose fully the Directive. 4 Member States (Belgium, Estonia, France and Lithuania) have notified partial transposition.

An estimated eight to ten million Roma live here – most of them in Eastern Europe. While on paper they enjoy the same rights as other citizens, their social and political situation remains precarious.

  Le Parlement a adopté un rapport portant sur le transfert automatisé de profils ADN, de fichiers d’empreintes digitales et d’immatriculations de véhicules dans le cadre de la discussion commune sur la coopération transfrontière en matière de lutte contre le terrorisme et la criminalité. L’avis du Parlement est en l’espèce consultatif, mais les députés souhaitent modifier la base juridique utilisée, afin que le Conseil ne puisse passer outre ses recommandations à la majorité qualifiée.

• EU migration phobia and citizens rights in the candidate countries

• Two new members join the EU family

  On 1 January 2007 the EU welcomes two new Member States and 30 million people, when Bulgaria and Romania join the European Union. This completes the EU’s historic fifth round of enlargement peacefully reuniting Western and Eastern Europe after decades of division.
