  This paper focuses on the economic implications of border security policies within the European Union and the-Schengen-area in particular. As countless national and international agencies claim to take part in the execution of these policies, which are handled with high priority in the political arena, accounting for the direct and indirect costs becomes a rather complex exercise. Not least because the execution of controls is often externalised and thus may actually shift the location of the physical and legal borders.

• Accountable and transparent e-security : Austria – a role model for the EU ?

  This paper explores the adoption of ICTs for the administration of government. It focuses on the way in which Austria, a European champion in ICT roll-out, communicated the purposes of ICT enabled administration using e-identification for citizens and how this differs substantially from that of the (in)security discourses in the UK. The emphasis on credible trust, interoperability and accountability. The paper argues that the impact on government and citizens of using ICT administration for different, potentially linked purposes is risky as well as beneficial and requires deep security built-into the systems.

• Practitioners and end-users on Security and borders: realizing the common consular space

  The upcoming Swedish presidency of the EU will be in charge of adopting the next multi-annual programme on an Area of Freedom, Security and Justice (AFSJ), during its tenure in the second half of 2009. As the successor of the 2004 Hague Programme, it has already been informally baptised as the Stockholm Programme and will present the EU’s policy roadmap and legislative timetable over these policies for the next five years. It is therefore a critical time to reflect on the achievements and shortcomings affecting the role that the European Commission’s Directorate-General of Justice, Freedom and Security (DG JFS) has played during the last five years in light of the degree of policy convergence achieved so far.

  According to Dutch government counter-terrorism chief Tjibbe Joustra, the threat of a terrorist attack in the Netherlands is higher than ever. At present, the threat level rests at its second highest level – «substantial.» Justra, however, said that he believes the level should be set to «substantial plus.» He dies not say what specific threats have lead to this occasion.
