Insecurity and security has taken an increasing importance and political weight since the 1980s and more so since the 1990s, first of all, in the United States and then in Europe and the rest of the world. The phenomenon has grown through the often extreme medialisation on the issue of insecurity and security of the great urban agglomerations in wealthy nations. After the 11th September 2001, it was absorbed into the subject of permanent war against the new «global enemy» . Before going into an analysis of the different interpretations of the phenomenon, I believe it would be useful to outline the contents and therefore the theoretical and methodological instruments I intend to use in this work.

On the 9th of November 2006, the University of Athens (WP 12) organized a conference titled «Freedom, Equality and Exception in Market Economies» with the participation of the University of Rouen (WP 11), the University of Keele and King’s College London (WP 1), and the Sciences-Po Paris (WP 2). The Conference was held at the «Ioannis Drakopoulos Hall» on the premises of the University of Athens.

Da quando le FF.SS sono state scorporate in un certo numero di società autonome raccolte sotto la sigla Trenitalia, la qualità dei viaggi in treno è drammaticamente peggiorata. Convogli soppressi all’ultimo momento, ritardi continui, coincidenze impossibili, vagoni sporchi, gelati o torridi, toilette nauseanti o perennemente chiuse, prezzi aumentati, vessazioni di ogni tipo. In cambio, però, le stazioni hanno visto la comparsa di gente dall’aria truce, abbigliata in tenuta da sommossa urbana e armata di pistola e manganello. Sono le forze di sicurezza privata ingaggiate dalle ferrovie per proteggerci. Così, al danno continuo si è aggiunta la beffa. Il servizio è pessimo, ma è sicuro. Ovviamente, il costo della sicurezza ricade sui viaggiatori.

«Liberalism is engaged into a mechanism where it will have, at every moment, to arbitrate the liberty and security of individuals around this notion of danger». This phrase/sentence, drawn from Michel Foucault’s lesson of January 24, 1979 (Naissance de la Biopolitique, p. 67), is of great importance, since it makes clear, for the first time in the philosopher’s work, the link between the concept of liberalism on the one hand and that of security and liberty on the other, using as an intermediary the notion of danger.

The most important question pertains to the crucial relationship between liberty and security. Nowhere in the two works is the issue considered in detail and in its implications. That is to say, there is no treatment of the relationship as a trade-off or otherwise. If one strictly follows libertarian principles, there is no way to determine a priori the specific terms of this relationship or whether it should be left to the free market to decide upon these terms.

Cette question est fondamentale car nous nous trouvons dans une phase de la politique internationale qui semble être dominée par la notion de sécurité. Des mots clés seraient le terrorisme, la pauvreté et l’échec des Etats, problèmes fondamentaux qui seraient à résoudre par la création d’un ordre international fondé sur des Etats démocratiques et les droits de l’Homme. Avec la fin de la Guerre Froide, les Etats en tant que collectivité sont en principe capables de mettre en oeuvre cette vision de Kant. L’action humanitaire d’urgence ne serait donc qu’une phase transitoire, si, en effet, la fin de l’histoire était en vue. Mais un gouffre profond sépare vision et réalité.

Selon le présent rapport, la justice et la sécurité sont des domaines auxquels les citoyens européens attachent beaucoup d’importance ; ils souhaitent une meilleure coopération entre les pays. Le traité constitutionnel prévoyait des avancées dans ces domaines, notamment en favorisant le processus de décision. L’échec des référendums en France et aux Pays-Bas a empêché l’application de ces solutions.
