This paper summarises the main hypotheses and results of the research on the securitisation of Islam. It posits that the securitisation of Islam is not only a speech act but also a policy-making process that affects the making of immigration laws, multicultural policies anti discrimination measures and security policies. The paper deconstructs and analyses the premises of such policies as well as their consequences on the civic and political participation of Muslims.

On the basis of the above discussion, the Presidency is submitting compromise suggestions, with regard to Articles 3(5), 4(4)(bis), 6(1)-(3) 6(bis), 7(1)(b),10, 17, 23, 28(8), 31(2) which will be examined at the meeting of the Working Party on 23 April.

The 2008 Italian security package has triggered various concerns and criticism in Italy and across Europe. This working paper aims at analysing the nature, scope and implications of some of the legislative measures and practices constituting the package. In particular, it is argued that they are incompatible with the relevant provisions and principles of EU law – namely non-discrimination and free movement of persons – as well as international human rights standards.

Commissioner Thomas Hammarberg and his delegation visited Greece from 8 to 10 December 2008. In the course of this visit the Commissioner held discussions with state authorities and non-governmental, national and international organisations on certain human rights issues, including refugee protection. The Commissioner also visited the Feres border guard station, the Kyprinos (Fylakio) holding facility for irregular migrants and a mined area in the Evros department.

In an own-initiative report adopted by the European Parliament, MEPs call on the Commission to complement the Dublin system with measures in order to make it fairer for migrants as well as member states, by sharing the work of examining asylum applications and ensuring better rights for claimants. Detention should be used only as a last resort solution, MEPs say.

The government is driven by seemingly arbitrary targets on deportation and has just announced a near doubling of detention centre capacity. «Mass deportations» may follow if the government puts into effect its announcement made in August 2007 to deal with 450,000 unresolved asylum cases within 5 years or less.

Since Maastricht, the issue of a common EU policy on the movement of third-country nationals into and across the EU has made its way steadily up the political agenda. The issue finds itself high on the priority lists of nearly all EU Council presidencies and forms part of the Strategic Objectives of the Barroso Commission. Yet the ‘migration dossier’ is highly complex as it comprises a considerable number of different facets, making it nearly impossible to find a «one size fits all» approach.
