• Informal Meeting of Ministers for Justice and Home Affairs, 24 -26 January at Brdo

  The first informal ministerial meeting under Slovenia’s Presidency – i.e. the meeting of the EU Council on Justice and Home Affairs – will be held from 24 to 26 January 2008 at Brdo. The meeting will be hosted by the Minister of Justice Dr Lovro Šturm, and Minister of the Interior Dragutin Mate.

• Intercultural dialogue in Europe

  The survey on intercultural dialogue in Europe conducted by the Gallup Organization in November 2007 upon the request of the European Commission DG Education and Culture inquired about the EU citizens’ patterns of interaction with people from different cultures and their attitudes toward cultural diversity and intercultural dialogue. The survey inquired also about the interest of respondents in the upcoming events of that will take place in 2008 in the framework of the European Year of Intercultural Dialogue.

• COUNCIL REGULATION on the tests of the second generation Schengen Information System (SIS II)

  he Council entrusted the Commission with the development of the second generation Schengen Information System (SIS II) by Regulation (EC) No 2424/2001 and Decision 2001/886/JHA. The objective of this proposal, and a proposal for a Council Decision on the same subject, is to lay down provisions on the tests to demonstrate that SIS II can work in accordance with the technical and functional requirements set out in the SIS II legal instruments and the non-functional requirements such as robustness, availability and performance.

  Par le règlement (CE) n° 2424/2001 et la décision 2001/886/JAI, le Conseil a chargé la Commission de mettre au point le système d’information Schengen de deuxième génération (SIS II). La présente proposition et la proposition de décision du Conseil sur le même thème ont pour objet d’arrêter des dispositions relatives aux essais, lesquels visent à démontrer que le SIS II peut fonctionner en satisfaisant aux exigences techniques et fonctionnelles définies dans les instruments juridiques relatifs au SIS II, ainsi qu’aux exigences non fonctionnelles telles que la robustesse, la disponibilité et les performances.

• Detention Centres report for European Parliament

  This study is a response to the European Parliament’s desire to better understand and to improve the detention and reception conditions for third country nationals in closed and open centres in Europe, with special consideration for persons with special needs. It assesses the implementation of the standards outlined in part II of the Reception Conditions Directive 2003/9/CE (22/01/2003). The unique feature of this study is that it focuses on vulnerable groups and assesses whether their needs are taken into account or not and if the conditions found in Europe contribute to an improvement in, or the aggravation of, their situations of vulnerability.

• EDPS expresses serious concerns about EU PNR proposal

  The European Data Protection Supervisor (EDPS) today issued his Opinion on the recent proposal of the Commission for a Council Framework Decision on the use of Passenger Name Record (PNR) data for law enforcement purposes. The proposal involves obligations for air carriers to transmit data about all passengers on flights to or from an EU Member State.

  The European Data Protection Supervisor (EDPS) today issued his Opinion on the Commission’s communication on Radio Frequency Identification (RFID) in Europe that was released in March 2007. The Opinion deals with the growing use of RFID chips in consumer products and other new applications affecting individuals.

  À compter du 21 décembre 2007, l’Estonie, la République tchèque, la Lituanie, la Hongrie, la Lettonie, Malte, la Pologne, la Slovaquie et la Slovénie feront partie de l’espace Schengen. Les contrôles aux frontières intérieures, tant terrestres que maritimes, entre ces pays et les quinze États déjà membres seront levés. L’idéal de la liberté de circulation trouvera là une expression très concrète : après ce dernier élargissement, la frontière orientale de l’espace Schengen mesurera 4 278 km.

  On 14th June 1985, the Governments of Belgium, Germany, France, Luxembourg and the Netherlands signed an agreement at Schengen, a small town in Luxembourg, with a view to enabling «(...) all nationals of the Member States to cross internal borders freely (...)» and to enable the «free circulation of goods and services».

L’avis porte sur l’utilisation croissante de puces RFID dans les produits de consommation et autres applications nouvelles qui affectent les individus.

  Le Contrôleur européen de la protection des données (CEPD) a publié aujourd’hui son avis sur la récente proposition de Décision-cadre du Conseil relative à l’utilisation des données des dossiers passagers (Passenger Name Record - PNR) à des fins répressives. La proposition implique des obligations pour les transporteurs aériens de transmettre des données sur tous les passagers des vols à destination ou au départ d’un État membre de l’Union européenne.

• Enlargement of the Schengen area: achieving the European goal of free movement of persons

  As of 21st December 2007, Estonia, the Czech Republic, Lithuania, Hungary, Latvia, Malta, Poland, Slovakia and Slovenia will become part of the Schengen area. Controls at internal land and sea borders between these countries and the current 15 member states will be lifted. This will result in a very tangible expression of the free movement ideal: this latest enlargement extends the free movement area by 4,278 km.

  The European Data Protection Supervisor (EDPS) today issued his Opinion on the German initiative establishing implementing rules which are necessary for the functioning of the Council Prüm initiative. This initiative aims to step up cross-border cooperation, particularly for fighting terrorism and cross-border crime, by establishing mechanisms to exchange personal data such as DNA profiles and fingerprints.

  Le Contrôleur européen de la protection des données (CEPD) a émis son avis sur l’initiative allemande visant à établir les règles de mise en oeuvre nécessaires au fonctionnement de l’initiative Prüm du Conseil. Cette initiative vise à l’approfondissement de la coopération transfrontière, notamment en vue de lutter contre le terrorisme et la criminalité transfrontière, par la mise en place des mécanismes d’échange de données personnelles telles que les profils ADN et les empreintes digitales.

  The European Council welcomes the enlargement of the Schengen area and the abolition of controls at the internal borders of the Member States participating in the SIS one4ALL project, as from 21 December 2007 for land and sea borders, and by 30 March 2008 for air borders, thus extending the effective free movement of persons.
