Commissioner Thomas Hammarberg and his delegation visited Greece from 8 to 10 December 2008. In the course of this visit the Commissioner held discussions with state authorities and non-governmental, national and international organisations on certain human rights issues, including refugee protection. The Commissioner also visited the Feres border guard station, the Kyprinos (Fylakio) holding facility for irregular migrants and a mined area in the Evros department.

This pilot study on migrants’ experiences of discrimination is based on country studies conducted between 2002 and 2005 in Belgium, Germany, Greece, Spain, France, Ireland, Italy, Luxembourg, Netherlands, Austria, Portugal and UK. According to the study in all these countries migrants subjectively experience discriminatory practices to a significant extent.

This comparative report gives brief examples of enforcement measures against breaches of data privacy protection rules in the member states. It shows high levels of variability in terms of penalties (ie minimal fines as in Germany and stiffer penalties elsewhere). Financial penalties are often so low as a percentage of the gain made by the infringer that they are not a deterrent. The compensation to the ‘victim’ can often be trivial and meaningless. There is also variance in what member states focus on when looking into enforcement, The most common areas are health, insurance, tax and payment of telephone bills. The UK looked at police data.

The Cabinet approved draft agreements with Romania and Greece on the establishment of coordination centre between border police, customs and the services for administrative control of foreigners. The establishment of a coordination centre between the three countries is laid down in the National plan for adopting the Schengen law.

Elle s’était déjà opposée à la création d’une carte de supporter (obligatoire pour entrer dans un stade) et à la création d’une vaste base de données et de renseignements sur les supporters souhaitant acheter de billets de matches.

Cette étude consiste en une analyse du processus de criminalisation de l’immigration en Europe à travers l’examen des discours médiatiques tenus, au cours des années 90, en France, en Allemagne, en Italie et en Grèce. Tout en essayant de mettre en lumière les logiques et les procédés de la construction médiatique de la figure de « l’immigré délinquant », elle suggère que c’est la mise en place d’un tel processus, appuyé sur une superposition des menaces sécuritaire et culturelle, qui représente de multiples dangers pour les sociétés d’accueil.
