Copenhagen District Court determined that two Tunisian men charged with planning to murder Muhammad cartoonist Kurt Westergaard, ought to remain in custody, citing that the two are «a danger to national security.» The court’s decision upheld their imprisonment until August 12th, and was based on evidence presented by the national intelligence agency, showing that it was «likely» that the two were guilty of conspiracy to kill Westergaard.

A Spanish court overturned the convictions of four people who had been found guilty in connection with the 2005 Madrid bombings. The court overturned a ruling from last year, which found three guilty of being members of an Islamist cell that carried out the attacks. All four of the men were among 21 people convicted in 2007, of being inspired by – but not directed by, Al Qaeda.

Human Rights Watch documented credible allegations that terrorism suspects are subjected to oppressive questioning in police custody, linked to a policy that delays a suspect’s access to a lawyer.

On 13 February 2008, the European Commission tabled a ‘border package’, consisting of three communications1 dealing with the issue of EU external border management. Two of these documents, namely the communication on the evaluation and future development of Frontex and the communication on the creation of a European border surveillance system (Eurosur) propose significant evolutions with regard the role of the Frontex agency and the orientations of the EU integrated border management (IBM) concept.

This paper takes stock of the EU’s response to international terrorism since 9/11. The first part provides a summary historical overview, which highlights the event-driven and contingent development of the EU’s counterterrorism policy. The second part presents a critical assessment of policy outcomes according to the objectives set out in the EU’s Counterterrorism Strategy. Measures ‘to pursue’, and ‘to protect’ against, terrorists seem to have grown substantially. In practice, however, they are undercut by a lack of focus and use at the operational level.

Border management, including the need for a balance between freedom and security, was the subject of a discussion at the EP on Monday between MEPs, national MPs and visiting experts. In the near future Parliament is due to scrutinise several proposals designed to consolidate the system created by the opening up of Europe’s borders and the introduction of the Schengen regime. MEPs will be keen to ensure that fundamental rights and privacy are respected.

Le tableau de bord 2007 évalue les progrès accomplis dans la réalisation des mesures prévues dans le plan d’action de La Haye pour l’année 2007.

L’approche française se caractérise par des poursuites judiciaires agressives à l’encontre de réseaux terroristes présumés opérant sur le territoire français. Elle repose sur une étroite collaboration entre les procureurs et juges d’instruction spécialisés d’une part et les services de police et de renseignement d’autre part, conjuguée à des restrictions aux garanties procédurales appliquées aux infractions de droit commun.

A suspected airline bomb plotter’s wife has told a jury she gave police a false name and lied to protect her fugitive husband’s identity. Zora Siddique said she had initially given her cousin’s name to officers and had failed to reveal Mohammed Gulzar’s identity because he was a wanted man. Prosecutors allege that Mr Gulzar and others plotted to smuggle liquid bombs disguised as drinks on to planes.

According to the religion, dogs are deemed to be spiritually «unclean». A Transport Department report has raised the prospect that animals should only touch passengers’ luggage because it is considered «more acceptable», the Daily Express reported.

The strongest evidence in the case of the first man charged under Canada’s antiterrorism act was revealed in court – emails he wrote over the course of a year prior to his arrest. Mohammad Mowin Khawaja, 29, wrote messages to conspirators in Britain referring to detonation devices, routing recruits to a house in Pakistan, as well as ways to send money and night-vision goggles to insurgents in Afghanistan.

New guidance to help and support local authorities, schools, community groups and the police in tackling violent extremism and prevent radicalisation in communities was launched on Tuesday by the government. Home Secretary Jacqui Smith, Communities Secretary Hazel Blears and Children, Schools and Families Secretary Ed Balls rolled out their counter terrorism strategy which hopes to prevent people getting involved with violent extremism.

The government is unveiling a major new package of a counter-terrorism laws, a plan that gives the right to detain terrorist suspects for upto 42 days without charge. Prime Minister Gordon Brown is understood to have outlined concessions and appealed to MPs not to inflict further damage on the Government after a series of election disasters and policy U-turns. Under long-awaited changes to the Counter-Terrorism Bill, Home Secretary Miss Smith revealed the power to detain suspects without charge would only be used in the face of a «grave, exceptional terrorist threat» to Britain.

The Council expressed its support to an overall compromise on the proposal for a directive of the EP and of the Council on common standards and procedures in MS for returning illegally staying third-country nationals. It also reached a general approach on a decision laying down the necessary administrative and technical provisions for the implementation of a decision on the stepping up of a cross-border cooperation, particularly in combating terrorism and cross-border crime («Prüm decision»). Regarding counter-terrorism, the Council shared the view of the EU counter-terrorism coordinator on his proposals to concentrate work in the coming months on the prevention of radicalization and on the identification of technical assistance to Northern Africa/Sahel and Pakistan.

Agents from the French, German and Dutch anti- terrorism services on Friday arrested 10 Turkish nationals suspected of helping finance a terrorist group linked to al-Qaeda. Eight of the suspects were arrested in France by members of French domestic intelligence service DST, French media reported.
