«Why does Europe need a new approach to border management? Europe needs a new approach to border management to better face the challenges posed by globalisation, increased mobility and ever changing security threats. We need to be one step ahead to the increasingly better organised networks of terrorists and criminals who have discovered the lucrative trafficking in human beings, drugs and weapons. Innovative and effective border controls have to strike a difficult balance between ensuring the free movement of a growing number of people across borders and guaranteeing greater security for Europe’s citizens. Border controls therefore have to focus more on potential challenges, be flexible enough to adapt to unexpected circumstances and be easy to operate by border guards.»

The seminar aimed at prolonging the very stimulating discussions initiated in the two previous seminars organized under the COST Action 24 on the issue of « Security, Technologies of Risk, and the Political ». It also aimed at injecting in the debate an analysis of the Intelligence-led logics discussed within the Challenge Programme. If each of the antiterrorism, risk and intelligence perspectives are relatively well explored, discussed and documented, these three aspects of the contemporary dominant security approach are too rarely explored all together.

The European Data Protection Supervisor (EDPS) today delivered the report on the results of a security audit on the EURODAC system to the European Commission. As the supervisory authority of the Central Unit of EURODAC, the EDPS launched a comprehensive inspection which was completed in March 2006. This was followed by a decision to initiate an in-depth security audit, the results of which were presented to the European Commission.

Le Contrôleur européen de la protection des données (CEPD) a transmis aujourd’hui à la Commission européenne le rapport sur les résultats d’un audit de sécurité sur le système EURODAC. En tant qu’autorité de supervision de l’Unité Centrale d’EURODAC, le CEPD a lancé une inspection d’ensemble qui s’est terminée en mars 2006. Une décision a ensuite été prise d’entreprendre un audit de sécurité approfondi dont les résultats viennent d’être présentés à la Commission européenne.

Eurojust was set up, following the positive experience of Pro Eurojust, by a Decision of 28 February 2002 (« the Decision ») ; since then it has proved effective in bringing about a real improvement in the operation of law enforcement cooperation between the 27 Member States and has recorded significant operational successes.In the Hague Programme the European Council asked the Commission to consider Eurojust’s further development. Specialists in judicial cooperation met to discuss the issue in Vienna in September 2006 . The European Judicial Network has contributed to the process . Eurojust itself has also made a contribution. In conclusions adopted on 13 June last, the Council once again asked the Commission to present a communication on the role of Eurojust and the European Judicial Network .

The object of this Treaty is to establish a European Gendarmerie Force, which shall be operational, pre-organised, robust, and rapidly deployable, exclusively comprising elements of police forces with military status of the Parties, in order to perform all police tasks within the scope of crisis management operations.

The Portuguese Government congratulates itself on the signature today, the 18th of October 2007, of the Treaty establishing and governing the European Gendarmerie Force (Eurogendfor). The signature of the Treaty is an essential step to endow the European Union with a joint police tool designed to respond to crisis scenarios. Eurogendfor should be used in non-stabilised and added-risk environments.

To combat terrorism and other serious crimes it is inevitable that police and law enforcement authorities have access, within the scope of their powers, to the most comprehensive and up-to-date information possible.

The German delegation is preparing a proposal for a Council decision concerning access to Eurodac by Member States’ police and law enforcement authorities for the purposes of preventing, detecting or investigating criminal offences, in particular terrorist offences.

Au moment où le nouveau président de la République, ancien ministre de l’Intérieur du gouvernement sortant, prend ses fonctions, on ne peut s’empécher d’avoir en mémoire le bilan politique de ces derniéres années en matiére de sécurité publique.
