It includes case studies on Denmark, Finland, France, Germany, Italy, Spain, Sweden and the United Kingdom and overviews of cultural and social inclusion policies in Czech Republic, Malta, Hungary, Poland, Slovenia and Cyprus. The report was undertaken for the European Commission by The Centre for Public Policy, Northumbria University.

The Eurobarometer survey on poverty and exclusion was carried out by the TNS Opinion & Social on the request of the European Commission between the 14th of February and the 18th of March 2007 in the 27 European Union Member States and in Croatia. The report studies the perceived existence and causes of poverty and homelessness, the attitudes toward poverty and homelessness and what Europeans consider necessary for a decent standard of living.
