  The report examines cultural policies and programmes that contribute to preventing and reducing poverty and social exclusion. It includes case studies on Denmark, Finland, France, Germany, Italy, Spain, Sweden and the United Kingdom and overviews of cultural and social inclusion policies in Czech Republic, Malta, Hungary, Poland, Slovenia and Cyprus. The report was undertaken for the European Commission by The Centre for Public Policy, Northumbria University.

The report studies the perceived existence and causes of poverty and homelessness, the attitudes toward poverty and homelessness and what Europeans consider necessary for a decent standard of living.
