The development of new measures dealing with the physical and legal borders of Europe result in various shifts of power. These shifts may lead to changes in traditional forms of accountability and responsibility of national Member States as concerns powers which are transferred to other levels: to EU institutions or other Member States, but even to third states or private entities.

Prevention themes in order to avoid a disaster have become a key issue of political, administrative and academic views wherever they are security, life or environmental sciences, issues. The term precaution has often been used in the environmental field and an epistemic and theoretical thought has been set up to examine the validity of the concept and what is implied in terms of public policy.

Qu’il s’agisse des enjeux de sécurité, des sciences du vivant, des sciences de l’environnement, la thématique de la prévention en vue d’éviter une catastrophe est devenue un enjeu clé des discussions politiques, administratives et universitaires. Dans l’environnement on a beaucoup utilisé de le terme de précaution et on a mis en place une réflexion épistémique et théorique sur la validité du concept et sur ce qu’il implique en terme de politique publique.
