In the time after September 11th 2001 a lot of effort, both political and scholarly, has gone into debating and deliberating various aspects of how to deal with and understand these new threats posed to Western societies. In fact, the processes associated with and highlighted in the ‘war on terror’ have shown new political practices that question the meaning and function of many core political concepts. Inside/outside, war/peace, civil/military, normal/exceptional are but a few of the political distinctions put in play by these new practices.

The workshop is an integrative part of the EU6 framework research programme «Challenge - The Changing Landscape of European Liberty and Security» (2004-2008). This working package including research institutes, scholars from Hungary, Poland, Bulgaria and Malta covers on short-term and long-term impacts of enlargement on regional and neighbourhood contacts, public order, security issues, as well as national identity aspects. The event would provide a direct exchange of views on methods and analysis of effects, selection of data or a debate on existing results after the first year of the joint work.

The ELISE (European Liberty and Security)project was officially launched in October 2002, with funding from the Fifth Framework Programme of DG Research of the European Commission. This conference is devoted to a review and an assessment of the final results of the project.

CHALLENGE, «The Changing Landscape of European Liberty and Security», is a European Commission-funded project that seeks to facilitate a more responsive and responsible assessment of rules and practices of security. It examines the implications of these practices for civil liberties, human rights and social cohesion in an enlarged Europe. This conference will represent a unique opportunity to launch publicly CHALLENGE research project as well as to open a discussion on the changing dynamic of security in an enlarged EU. It will also bring about a dialogue between policy makers, practitioners, academics and civil society on this most sensitive and timely issues.

This two-day conference will launch publicly the work of the first of year of the CHALLENGE research project. The main theme of discussion will be the Second Multiannual Programme of Justice and Home Affairs, "The Hague Programme", which includes the main objectives towards the development of an Area of Freedom, Security and Justice (AFSJ). It will also bring about a dialogue between policy makers, practitioners, academics and civil society as regards this programme, and the recently published European Commission’s Action Plan implementing it, which identifies ten key priority areas that will prevail in the AFSJ for the next five years.

Dans le cadre du programme Européen de recherche COST, la Chaire Jean Monnet de Sciences Po, présidée par Renaud Dehousse, et le programme Challenge, dirigé par Didier Bigo, organisent des rencontres doctorales autour du theme: « Approches Critiques de la Sécurité en Europe ». La conférence de trois jours aura lieu au Centre d’Etudes européennes de Sciences Po en présence des professeurs les plus en vue dans le champ des études critiques de la sécurité : entre autres : Ole Waever, Michael Williams, Jef Huymans et Didier Bigo. La conférence réunira plus de 30 étudiants doctoraux venant de plus de 12 institutions européennes.

Although not new, the fight against terrorism came on top of the agenda of the European Union (EU) and its member states after September 11. In the area of freedom, security and justice, security has therefore become more and more predominant. Human rights such as privacy, property rights, fair trial, non-discrimination are endangered by increased powers of law enforcement and intelligence services operating under the umbrella of combating terrorism.

Les logiques de stigmatisation, de mise à l’écart et d’enfermement des migrants sont apparues graduellement dans les paysages politiques occidentaux. Le phénomène est encore peu étudié dans les sciences sociales mais suffisamment déjà pour inciter deux revues à réunir différents spécialistes du sujet. Cultures & Conflits et Politix entendent, par la publication simultanée et coordonnée de numéros sur ce sujet, l’inscrire sur l’agenda scientifique et dans l’espace public : comment se construit et s’impose, dans le vocabulaire et dans les pratiques, une figure du migrant indésirable ? Quels sont les dispositifs mis en oeuvre, hier et aujourd’hui, ici et au loin, pour les contrôler et les reléguer dans des lieux où leurs droits, un à un, sont annulés ? Comment alors se redessinent les frontières entre l’acceptable et l’inacceptable en démocratie ? La plupart des 18 auteurs d’articles publiés dans ces deux numéros seront présents lors de la journée pour répondre aux questions et participer aux débats.
