    Le décret autorisant la généralisation du passeport biométrique vient de paraître. Les passeports biométriques contenant une photo et des empreintes digitales numérisées succèderont progressivement aux passeports électroniques fabriqués depuis avril 2006.

    This recent ILO report (2007) takes the workplace as a strategic entry point, in order to understand discrimination in several forms (race, gender, age, skill, etc.). The document gives a global overview of all relevant aspects. It underlines the legal and conventional progress concerning the non-discrimination measures, which includes the EU : In the past years 2000 Directives regulating discrimination in employement have been adopted.

  • Amendment of the Framework Decision on combating terrorism

    Today the Council reached a common approach on the amendment of the Framework Decision on combating terrorism proposed by the Commission on 6 November 2008. The amendment up-dates the Framework Decision making public provocation to commit a terrorist offence, recruitment and training for terrorism punishable behaviour, also when committed through the Internet. The amendment is well-balanced in terms of its effects on freedom of speech and general respect for human rights.
  • Modification de la décision-cadre du Conseil relative à la lutte contre le terrorisme

    Aujourd’hui, le Conseil a arrêté une position commune sur la modification de la décision-cadre relative à la lutte contre le terrorisme, proposée par la Commission le 6 novembre 2008. La modification actualise la décision-cadre en rendant passibles de poursuites la provocation publique à commettre des infractions terroristes ainsi que le recrutement et l’entraînement à des fins de terrorisme, y compris par Internet. La modification est équilibrée quant à ses effets sur la liberté d’expression, comme en termes de respect des droits humains en général.

    National laws on data protection demand good data management practices on the part of the entities that process data: the «data controllers». These include the obligation to process data fairly and in a secure manner, and to use personal data for well-defined and legitimate purposes. National laws also guarantee a series of rights for data subjects.
  • The factors favouring support for terrorism and the recruitment of terrorists

    The Committee on Civil Liberties, Justice and Home Affairs adopted the own initiative report by Mr. Gérard DEPREZ (EPP-ED, BE), approving a proposal for a European Parliament recommendation to the Council on the factors favouring support for terrorism and the recruitment of terrorists.
  • Resolution CM/ResCMN(2008)1 on the implementation of the Framework Convention for the Protection of National Minorities by Spain

    The resolution adopted by the Committee of Ministers on the protection of minorities highlights positive developments such as strengthening the national legislative provisions for combating discrimination, launching initiatives aimed at improving access to social services and the labour market for vulnerable groups, steps taken toward involving Roma in the preparation and implementation of policies that possibly affect them. However, still there are issues of concern, for example problems in the implementation of legislation for combating discrimination. Roma still face discrimination in various areas of social life. The resolution includes also recommendations on minority protection in Spain.
