Je suis tr&#232;s fier d'avoir eu le privil&#232;ge de participer &#224; sa concr&#233;tisation. L'adh&#233;sion &#224; l'espace Schengen n'est pas chose ais&#233;e. Je salue les efforts d&#233;ploy&#233;s par ces &#201;tats membres. Tous les nouveaux pays membres ont mis en place d'importants dispositifs ultramodernes pour assurer la s&#233;curit&#233; aux fronti&#232;res. En effet, l'&#233;largissement de Schengen traduit la volont&#233; de l'Union de faciliter les d&#233;placements effectu&#233;s pour des motifs l&#233;gitimes dans et vers l'Union, tout en renfor&#231;ant la s&#233;curit&#233; &#224; ses fronti&#232;res ext&#233;rieures et donc, aussi, la s&#233;curit&#233; de tous les citoyens europ&#233;ens&lt;/i&gt;. &#187;&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Apr&#232;s l'&#233;largissement, tous les citoyens de l'espace Schengen &#233;largi pourront voyager plus rapidement et plus ais&#233;ment. &#192; partir du 21 d&#233;cembre, tout citoyen pourra voyager de la p&#233;ninsule ib&#233;rique aux &#201;tats baltes et de la Gr&#232;ce &#224; la Finlande sans &#234;tre soumis &#224; des contr&#244;les frontaliers. C'est tout un symbole pour l'Europe unie, qui met en exergue le droit fondamental de se d&#233;placer librement, dont jouissent les citoyens europ&#233;ens.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Les familles, les parents et les amis qui vivent de part et d'autre d'une fronti&#232;re pourront plus facilement se rendre visite. Les &#233;ternelles files d'attente aux postes-fronti&#232;res (tr&#232;s fr&#233;quent&#233;s) dispara&#238;tront. Les r&#233;gions frontali&#232;res se d&#233;velopperont ensemble car il sera plus ais&#233; de se rendre de l'une &#224; l'autre. Une intensification du tourisme est escompt&#233;e, ce qui devrait avoir une incidence favorable sur les infrastructures. Les &#233;largissements pr&#233;c&#233;dents ont effectivement d&#233;montr&#233; que tel &#233;tait le cas : par exemple, &#224; la fronti&#232;re entre Salzbourg et Berchtesgaden, les citoyens profitent des infrastructures situ&#233;es de part et d'autre, dont un vaste centre commercial du c&#244;t&#233; autrichien et un grand centre de sant&#233; et de remise en forme du c&#244;t&#233; allemand.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;La suppression des contr&#244;les aux fronti&#232;res int&#233;rieures est aussi une question de confiance entre &#201;tats membres. Gr&#226;ce &#224; un processus rigoureux d'&#233;valuation par les pairs, les &#201;tats membres ont veill&#233; &#224; ce que chacun d'entre eux soit d&#251;ment &#233;quip&#233; pour surveiller les fronti&#232;res ext&#233;rieures au nom de tous les autres et pour d&#233;livrer des visas valables pour l'ensemble de l'espace Schengen. Les nouveaux &#201;tats membres ont travaill&#233; sans rel&#226;che pour am&#233;liorer leur mise en oeuvre des contr&#244;les aux fronti&#232;res ext&#233;rieures, de la politique des visas, de la protection des donn&#233;es et de la coop&#233;ration polici&#232;re. Leur connexion au syst&#232;me d'information Schengen, qui permet d'&#233;changer des informations sur les personnes recherch&#233;es, port&#233;es disparues et interdites d'entr&#233;e, ainsi que sur les biens perdus et vol&#233;s, a &#233;t&#233; assur&#233;e avant que leur adh&#233;sion ne puisse &#234;tre accept&#233;e. Les ministres de la justice et des affaires int&#233;rieures ont conclu, en novembre, que tous les pays candidats avaient satisfait aux crit&#232;res fix&#233;s dans l'acquis. Cela n'aurait pas &#233;t&#233; possible sans une solidarit&#233; financi&#232;re. L'instrument appel&#233; &#171; facilit&#233; Schengen &#187;, dot&#233; de pr&#232;s d'un milliard d'euros, a permis aux nouveaux pays membres de relever, notamment, le d&#233;fi de l'instauration de contr&#244;les frontaliers efficaces et de devenir des partenaires &#224; part enti&#232;re dans l'espace Schengen.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Les contr&#244;les aux fronti&#232;res ext&#233;rieures ne changent pas car les nouveaux &#201;tats membres de l'Union appliquent l'acquis en la mati&#232;re, depuis leur adh&#233;sion. L'unique diff&#233;rence tiendra au fait que ceux-ci proc&#233;deront &#233;galement au contr&#244;le des ressortissants de pays tiers dans le cadre du syst&#232;me d'information Schengen (SIS). L'acc&#232;s au SIS accord&#233; aux forces de police des deux c&#244;t&#233;s de la fronti&#232;re am&#233;liorera et renforcera la s&#233;curit&#233; frontali&#232;re.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Pour les voyageurs de bonne foi, les d&#233;placements dans l'Union &#233;largie seront plus rapides et plus ais&#233;s. Indeed, the extension of Schengen demonstrates the EU's commitment to facilitating legitimate travelling within and into the EU whilst at the same time reinforcing the security of our external borders and thereby strengthening the safety of all EU citizens&lt;/i&gt; &#171;.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Following enlargement, all citizens of the enlarged Schengen space will benefit from quicker and easier travelling. From 21 December onwards, a citizen can travel from the Iberian Peninsula to the Baltic States and from Greece to Finland without border checks. This is symbolic of a united Europe and underlines the basic right of European citizens to move freely.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;It will be easier for families, relatives and friends living on different sides of a border to visit each other. Eternal queues at (busy) border crossing points will no longer exist. Border regions will develop together as it will be easier to travel from one region to the other. An increase in tourism is expected, with a positive impact on infrastructure. Evidence of previous enlargements effectively demonstrates this: for instance, at the Salzburg/Berchtesgaden border citizens take advantage of infrastructure on each side of the border, including a large commercial centre at the Austrian side of the border, and a large health and fitness centre on the German side.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Lifting internal border control is also a question of trust between the Member States. It is through a rigorous peer evaluation process that Member States have ensured each member state is equipped to guard the external borders on behalf of all other members and issue visas valid for the whole Schengen area. The new Member States have worked tirelessly to improve, their handling of external border controls, visa policy, data protection and police cooperation.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Their connection to the Schengen Information System - which shares information on wanted and missing people, those refused entry, and lost and stolen property &#8211; was assured before membership could be agreed. Justice and Home Affairs Ministers concluded, in November, that the Schengen acquis criteria had been met by all candidate countries. This would not have been possible without financial solidarity. The Schengen Facility, which provided nearly one billion Euro, has enabled the new Member countries to meet, in particular, the challenge of building up efficient border controls and to become full partners in the Schengen area.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;The checks on external borders remain the same as new Member States to the EU ha been applying the Schengen external border acquis since accession. The only difference will be that the new Member States will also check third country nationals in the Schengen Information System (SIS).
